MEG - Anti Dumping Investigation on State of Kuwait, the Kingdom of Saudi Arabia and the Republic of Singapore

PERIOD OF INVESTIGATION
The period of investigation (POI) for the present investigation is 1st April 2023 to 31st March 2024 ( 12 months). The injury period for the investigation will cover the periods FY 2020-21, FY 2021-22,FY 2022-2023 and the period of investigation.
PRODUCT UNDER CONSIDERATION
The product under consideration (hereinafter refened to as "PUC") in the present investigation is MEG (hereinafter also refered to as "subject goods"). MEG is a clear, colourless, odourless, slightly viscous liquid with syrup like consistency. It is sweet in taste and miscible in water. It is an important industrial product with multiple application. It is primarily used in combination with purified terephthalic acid for manufacturing for manufacturing polyester fibres and polyethylene terephthalate resins. It is also used an anti-freeze/coolant as well as in pharmaceuticals and cosmetic industries.
CHAPTERS UNDER INVESTIGATION
The subject goods are classified under Chapter 29 titled "Organic Chemicals" under HS Code 2905 31 00. The customs heading is indicative only and is not binding upon the scope of the investigation.
The present application has been filed by CPMA, on behalf of Reliance Industries Limited. The application has also been supported by Indian Glycol Limited. Apart from the two producers, there is one another producer, India Oil Corporation Limited. Reliance Industries Limited constitutes 'major proportion' in terms of Rule 2(b) of the AD Rules, 1995.
